I confess I don't quite like our attitude.

It seems to me that if the Government take over

agricultural land compulsorily for town developments

they ought to pay full agricultural value possibly

plus 10%. I can see no reason why they should also

pay for the subsequent value which they, and not

the former owners, then create. Para. 17 of

Governor's despatch seems to be reasonable. But

please speak.
